The 10-year yield touches 5.35%, a 24-year high. The Fed's minutes say another hike is 'likely' this year
Stocks slipped from records as oil moved back toward $100. A $39 billion note auction cleared at 5.30%, the highest in a quarter-century, yet demand was strong and yields eased off the day's high.
The 10-year Treasury yield climbed to about 5.35% in Wednesday morning trading, the highest level since 2002, as oil rose on Iran-war supply worries and traders braced for a big bond sale and the Fed's minutes. In the early afternoon the Treasury sold $39 billion of 10-year notes at a high yield of 5.300%, the highest at a 10-year auction since November 2000. Demand was better than average: indirect bidders, a proxy for foreign buyers, took about 80% of the notes and dealers were left with a record-low share. The yield backed off its high afterward and was last little changed, near 5.3%. Stocks fell anyway. The S&P 500 lost about 0.2%, the Dow about two-thirds of a percent, and the Nasdaq snapped a five-day winning streak. Banks and large technology names led the declines on worries that higher borrowing costs would slow lending and AI spending.
At 2 p.m. the Fed released the minutes of its Sept. 15–16 meeting, at which it raised the federal funds rate a quarter point to 3.75%–4.00%, the first increase since 2023, by a unanimous vote. "Most participants assessed that another increase in the target range for the federal funds rate would likely be appropriate by year end," the minutes said. "Many" called a higher rate path prudent on risk-management grounds. Officials split on the reason: some saw rates as a guard against energy and other price shocks, others worried about demand-driven inflation. The minutes gave no timing. Data since the meeting have been softer, and futures price only about a one-in-five chance of a hike at the Oct. 28 meeting; the one after that is Dec. 9.

Tropical Storm Isaias formed Wednesday morning in the Bay of Campeche with winds near 45 mph, moving east-northeast at 8 mph. The National Hurricane Center expects it to become the season's first Atlantic hurricane on Thursday, peak near Category 2 over the central Gulf Thursday night and weaken under wind shear before the center moves inland between eastern Louisiana and the Florida Panhandle late Friday or early Saturday. A hurricane watch covers Bay St. Louis, Miss., to Indian Pass, Fla.; a storm surge watch runs from the mouth of the Mississippi to Yankeetown, Fla. Forecast rain is 3 to 6 inches, locally 10. Texas is not expected to be affected.

Chancellor I'Ashea Myles of Davidson County Chancery Court granted an emergency motion Wednesday requiring the Tennessee Department of Correction to preserve all evidence from the Sept. 30 attempt to execute Christa Pike: physical items such as needles, drug lot numbers and gurney restraints, plus 911 recordings and communications among officials. The state said it was already doing so; the judge said then it should have no trouble complying. Pike, 50, survived two doses of pentobarbital, was on a ventilator for six days and regained consciousness this week. Her lawyers said she has pneumonia, a blood clot in one arm, cannot swallow and has no function in her arms. "We don't know what they have, because they won't tell us," attorney Luke Ihnen said.
Gov. Bill Lee has paused executions in Tennessee and ordered an outside investigation. Whether the state may try again is an open legal question. Texas did not wait: Jamaal Howard, 46, convicted of the 2000 killing of store clerk Vickie Swartout, was scheduled to die at 6 p.m. in Huntsville with pentobarbital, the first U.S. execution since the Tennessee failure and the country's 30th this year. The outcome was not known at press time.

F.B.I. says an 18-year-old planned to kill 30 at the Mall of America on Oct. 24. He bought the rifle from an agent
Federal prosecutors in Minnesota charged Sheikhdoon Abdullahi Mohamud, 18, with receiving a firearm and ammunition knowing they would be used in a crime of terrorism. According to the complaint as described by prosecutors, a confidential F.B.I. source began exchanging messages with him in December 2024, when he talked of traveling to Somalia to join al-Shabaab; when he could not afford the trip he turned to an attack at home. He allegedly told the source he wanted to shoot at least 30 people at the Mall of America during the Hmong Arts Celebration on Oct. 24, targeting Asian shoppers and other non-Muslims. On Tuesday he met an undercover employee posing as an ISIS associate, paid $600 in cash for an AK-style rifle, magazines and about 200 rounds, and was arrested. The rifle had been rendered inoperable.
He is held at the Sherburne County Jail. No shots were fired and no one was hurt. Sen. Amy Klobuchar called for more counterterrorism funding. The case is a sting, which means the defense will test how much of the plan was his and how much was the informant's; the complaint's claims have not been tested in court.

President Trump was due on stage at 6 p.m. Central at Freeman Coliseum for Ken Paxton, the Republican Senate nominee who trails Democrat James Talarico by about four points in polling averages, and for House candidate Carlos De La Cruz. It is his second Texas trip in a week; Gov. Greg Abbott skipped it, citing a conflict. Hours earlier, Trump put distance between himself and two architects of his midterm effort. The New York Times reported that Chris LaCivita and James Blair of the super PAC MAGA Inc. traveled to the Balkans last week for paid work, hundreds of thousands of dollars each through a Washington law firm, for the government of Republika Srpska, the pro-Russian Serb entity in Bosnia. Trump wrote that they do not work directly for him, that consultants may take other clients, and that he would "terminate" them if a conflict is found.
In the Oval Office he celebrated the Treasury's automatic enrollment of more than 60 million children in Trump Accounts, bringing the total near 70 million, and predicted the accounts would curb young people's taste for socialism. The fine print matters: a parent must still claim the account through the program's website or app, and the one-time $1,000 federal deposit is not automatic; eligible families must elect it. A Commonwealth study found take-up so far is low, with families citing tax confusion and distrust.
