Kassio leaves review of Bolsonaro’s conviction until after the runoff. Republicanos, Novo and ACM Neto back Flávio

The rapporteur at the STF said he will take the case to the full court and cleared PL campaign videos that link Lula to Moraes. The same day, the Federal Police shelved the investigation into alleged US interference in the election.

Justice Kassio Nunes Marques confirmed that the criminal review of Jair Bolsonaro’s conviction will be examined only after the runoff, set for October 25, and said he intends to take the case to the full court of the STF (Supreme Federal Court) instead of deciding alone. The information was published by Folha, O Globo and Agência Brasil. On Monday, Folha had reported that he was considering freeing the former president by preliminary injunction; according to Valor, other justices argue that the case should go straight to the full court. At the TSE (Superior Electoral Court), where he also sits, Kassio cleared campaign ads by Flávio Bolsonaro that link Lula to Justice Alexandre de Moraes, to the INSS deductions scandal involving the “Careca do INSS” and to illegal casinos. Moraes, for his part, ordered Bolsonaro to be summoned in the Saudi jewelry case, CNN reports. The leadership of the Federal Police met with him amid the court’s crisis. And the PF itself shelved the request by the AGU (the federal Attorney General’s Office) to investigate alleged interference by the Trump government in Brazil’s elections, according to O Globo, G1 and Estadão.

On the campaign trail, the PL candidate gained three more endorsements. Republicanos declared formal support for Flávio, as did Novo, a day after Romeu Zema. Salvador’s former mayor ACM Neto (União Brasil) also announced his vote for the candidate: “We need to change our country.” According to Folha’s Painel column, most of the MDB is expected to announce its support next week. Flávio said that his remark about changing the Constitution “to redemocratize the country” referred to reforming the STF and ending reelection; O Globo listed among the changes he advocates lowering the age of criminal responsibility and limits on the Supreme Court. Lula, in São Paulo, presented a new slogan for the runoff, “for the working people, protection; for criminals, prison,” in line with the governors’ council advice to toughen the message on public safety. Demonstrators held a rally in downtown Rio in support of the president. The first Datafolha poll of the runoff comes out on Thursday. In Rio, on the eve of the judgment that could give Douglas Ruas victory in the first round, G1 and Estadão revealed that Anthony Garotinho’s lawyer appears in the TSE system as the author of a document used in the Electoral Prosecutor-General’s Office opinion in favor of the candidate’s withdrawal.

Senate President Davi Alcolumbre signaled that he may vote the PEC ending the 6x1 work schedule in two rounds before the presidential runoff, according to Valor, and said the vote is still on, Folha reports. The opposition is trying to prevent the issue from being decided before October 25. The PL is betting on a tight calendar and expects obstruction if the text is put on the agenda, according to O Globo. The coordinator of Flávio’s campaign said the proposal “is not good for the country.” Lula pressed Flávio for a clear position; the PL candidate replied that more time off “doesn’t help” a worker in debt. On the government side, Senator Cid Gomes defended ending the schedule. Business confederations issued a warning about the cost of the change, according to CNN. To approve a constitutional amendment, the Senate needs 49 votes in each of the two rounds; after that, the text still depends on the Chamber. The PL is also counting on the new Congress, which takes office in February 2027 with a larger bloc, should the vote be left for later. Without a deal, the PEC may become one more campaign argument rather than a change in working hours.

Dollar returns to R$ 5 and stocks fall as US yields rise

The commercial dollar rose 0.82% and closed at R$ 5.016, and the Ibovespa fell 0.74% to 204,302.33 points, according to Agência Brasil. The move combined an adjustment after the euphoria over the first round with an adverse external environment. In New York, stocks retreated under pressure from rising Treasuries yields; the 30-year bond reached its highest yield in 24 years, CNN reports.

The minutes of the Federal Reserve showed that most officials expect one more rate hike by the end of the year, according to Valor. Even so, foreign investors put a record R$ 10 billion into the Brazilian stock market after the first round, according to CNN.

Biggest pre-salt auction in four years sells seven of 13 blocks, with little competition

The ANP held the biggest auction of pre-salt exploration blocks in the past four years. Seven of the 13 areas offered were sold, according to Agência Brasil. Petrobras, Prio, Equinor and Chinese companies took blocks, in a contest UOL considered weak; Prio won the first area.

Adding the offer of other areas, Agência Brasil cites R$ 3 billion raised from 49 blocks, while G1 counted 56 blocks sold; official totals are still to be consolidated. Environmental organizations protested against the expansion of oil exploration.
